Cool settings and diffusers

Do there exist blow dryers (not hooded dryers) with a cool setting?
Does anyone use the cool setting on there hooded dryers to dry their hair? If so how long does it take?
How are diffusers that attach to blow dryers any less damaging than a regular blow dryer? What setting on the dryer would you use on a dryer with a diffuser attachment?
What is a good quality relatively inexpensive blow dryer w/ diffuser attachment to start out with?

I own a conair ion blow dryer and it has a "cool shot" button. So to use it "cool" I have to hold down the button the whole time I'm drying. When I purchased my dryer it came with a diffuser. I paid 19.99 for mine at Costco.
The diffuser is designed to keep the air flow from disrupting the curl pattern of your hair i.e. if you want to dry naturally curly hair without making it frizz.
