Hair breakage in crown area

I have noticed when tightening my braid extensions that my hair has grown an awful lot, but in the crown area I have serious breakage. I'm so discouraged I feel my only course of action is to cut my hair really short and start from scratch. My other option is to cut the area where there is breakage in the crown completely even and hope it grows out like the rest. what is my best course of action?
