Maybe I Missed The Memo But Why Does This Site Shut Down After 9 Every Day?

There must be something I missed and I can't seem to find any information anywhere on the site. But everyday after like 9m, this site shuts down and I can never get back on until the morning. There's an error message and it will not let me in.

I use internet explorer. I'm also on mobile when I use it if that makes any difference.
