When you use castor oil to soften new growth...

Do you apply the castor oil to your new growth when it's wet or when it's dry? Which works better to soften it?

I like to apply the castor oil to my new growth when it's wet. Otherwise, oils (except for jojoba) don't seem to penetrate as well.
 
I've done it both ways. When wet, it seems like the oil absorbs better. Lately, I've been applying world of curls (like s-curl) to my edges, and then afterwards, I apply some castor oil, and in the morning, my hair is soft. I guess because the world of curls has water & glycerin in it, so that allows the castor oil to penetrate better.
