Suggestion: A guide to what's going to get a thread locked

It seems like when it comes to sexual topics, it seems like there's an inconsistency to what's going to get lock and what's not. Can we get a breakdown? For example. . .

-Are topics surrounding sexuality okay if technical terms are used instead of slang? What if the title has NSFW and an ambiguous title? Is it just a matter of requests to lock it to the moderator? What if it's just in relationship and health forum, does that make a difference?

Also, this is just a question out of curiosity. Why are some threads locked and some are just completely deleted?

That would be great. Just a post going "you nasty," or "stop arguing like 4 year olds." Something. Well, maybe a little bit nicer, but you get the drift.
