Cheeto knows nothing about anything and because he only has the vocabulary of a 4th grader (and I apologize to any 4th graders smarter than him), he's misusing the wording for the concept of herd immunity. We are well past containing this virus and since there is no vaccine, we have to depend on each other for immunity. So while we are all likely going to be exposed to it, not all are going to get sick and but those that do will need to go to the hospital. As
@dicapr stated, the healthcare system is really not ready for that influx due to lack of supplies and a delay in processing the labs. The amount of time from testing to results is decreasing but it's still at least 5 days in most places.
Once more accurate tests are available, we will see a drastic rise in the the incidence of COVID-19. Not because it will be more prevalent but because we will have a better way to collect the data. Because make no mistake, if the shelter in place order is lifted too quickly, people are going to go to the very few establishments that are open and they will not be practicing social distancing.
Any cough or sneeze from anyone and the whole place is going to clear and head to the hospital because they think they've been exposed.
