Who do I need contact regarding a double charge???

I am not a regular paypal user but when I first joined this site a few years ago, I set one up so I could pay the $5 membership fee. Today I got my credit card bill and I was charged $5 on 7/25 and then another $5 on 7/27.

Someone in charge, please PM asap.
